Commissioner Malmström deplores loss of life in boat tragedy between Libya and Lampedusa

European Commission, Statement, Brussels, 12 May 2014/Anna Cecilia Malmström (European Commissioner for Home Affairs):

"I am deeply shocked by the new tragedy that took place in international waters between Libya and Lampedusa, resulting in at least a dozen deaths. My thoughts are with the victims and their families. Let me thank the Italian authorities for their huge efforts in putting in place the Mare Nostrum operation, also supported by the European Commission, which has saved and continues to save tens of thousands of lives.

Unfortunately all the efforts in place could not avoid a new appalling loss of life. It is the clear responsibility of all Member States of the European Union to now show concrete solidarity in order to reduce the risk of such tragedies from happening again. I therefore call on all Member States to give concrete and effective follow up to the actions identified in the Action Plan designed by the European Commission, and in particular to engage in resettling refugees directly from the camps outside the EU and opening new legal channels to come legally.

By bringing these people safely to the EU, we could prevent them from falling in the hands of traffickers and smugglers who put migrants' lives at risk to cross the Mediterranean. If each Member State would resettle even just a few thousand people, this would make a huge difference for hundreds of thousands of people who are in need of shelter and it would significantly reduce the pressure of migratory flows in the Mediterranean.

It is time for Member States to put their words into action, this is why I call for a formal discussion at the next Home Affairs Council on how Member States intend to concretely contribute to address the migratory and asylum challenges in the Mediterranean."

EU is aware that Ukrainian economy is in really terrible shape. - analyst

The European Commission has proposed another 1 billion euro for Kiev, which will come as a part of the 11 billion euro package agreed earlier in March. A rapidly worsening balance-of-payments and weak fiscal situation in the wake of the latest developments in Ukraine pushed the EU to consider a new perk. The Voice of Russia talked to Lilit Gevorgyan is a Russia/CIS country analyst with IHS Global Insight and Jane's Information Group.

How can this financial aid change the situation in Ukraine? In your opinion, will it somehow help to stabilize the country’s economy?

If we look at what the Ukrainian economy is really suffering from and what it needs at the moment, it basically needs to finance its current account deficit and its budget deficit. And indeed, with the IMF and the EU bailout these goals can be achieved.

But there is another side to this story and that is the impact on the economic performance of the bailout program. And that in the short-term could be negative because what we are really looking into is a range of austerity measures that Ukraine would have to implement.

And that means that private consumption that has been the major contributor to the Ukrainian economic performance in the past quarters, it will weaken and, possibly, contract having an overall negative impact on the GDP.

  • Does it mean that Ukraine will be more dependent on the EU? Because any additional aid to Ukraine from the European leaders automatically increases the country’s debt. And does that mean that Ukraine will have to follow the EU’s line of policy on the international stage?

  • I don’t think that the EU bailout money will come with political strings attached. I believe that the European block is aware that the Ukrainian economy is in a really terrible shape and is facing serious problems with its external financing need.

And what the EU and the IMF are trying to do is to pull together their resources to help. To first of all stabilize the economic situation, help Ukraine to meet its debt obligations so that the country avoids a default and also help them to rebalance the economy, which is the most painful part that Ukraine has to go through, unfortunately.

When it comes to expecting Ukraine to behave in a certain way in foreign policy, I don’t think that that is necessarily the case.

How can the alliance between EU and Ukraine affect the Russian-Ukrainian economic ties?

I think from Russia’s economic and commercial perspective, it is quite interested in seeing the Ukrainian economy stabilizing. Russia is the major trading partner for Ukraine. It is the major investor in the country. There are vast business interests of the Russian businesses in Ukraine.

So, obviously, when the Ukrainian economy is underperforming or failing, it is having an impact on Russia as well. If the EU is helping the Ukrainian economy to stabilize, I don’t see why it will have a negative impact on the Ukrainian-Russian relations.

What are your forecasts for the further development of the economic situation in Ukraine?

As I said earlier, I think what we are currently seeing is the IMF continuing the negotiations. Clearly, these are difficult negotiations, because the Ukrainian Government is aware that the austerity measures that they have to implement will have a significant impact on their popularity and overall stability of the Government.

The IMF and the EU have made it clear that they will start seriously implementing the aid and rolling out a bailout only after the May’s presidential elections. They need some political stability and, secondly, they need seriously commitments by the new Ukrainian authorities that they will stick to these austerity measures, because, effectively, what they are asking for is increasing gas prices, cutting the public spending, trimming pension payouts and also maintaining flexible exchange rate for hryvnia.

All of these are going to take toll on households. And once the Ukrainians are going to experience a serious drop in their disposable income, this will naturally feed into an already tense situation in the country, particularly in the eastern regions of the country, where people could say that they didn’t even agree to a Government change.

So, it is a really toxic combination of austerity measures that have to be implemented to really rebalance the economy and keep Ukraine away from default and political instability. I think Ukraine is quite unfortunate in the sense that while this is a pill that they have to swallow because it is important for them, it is a very bitter pill and it could turn poisonous politically.

So, we are looking into a protracted period of political instability and economic instability in Ukraine for the next year or year and a half, at least. And also, depending on how they will build their relations with Russia, it will also have an impact on their economy. If there is a continued antagonism in Ukrainian-Russian relations, this could only lead to further difficulties with trade with Russia – potential trade restrictions, potential increasing gas prices and so forth. All of this could make Ukraine even worse-performing than we’ve seen before.

So, there are lots of challenges that the Ukrainian Government and the new authorities have to deal with. And another drawback for them is that it is a coalition Government that has a strong nationalist element, who are populists and quite possibly in the future they could turn their back the Government that is implementing austerity measures, and lead to more political instability with Ukraine experiencing the fate of many countries that have governments that are grouped with instability.

So, the picture doesn’t really look that great, to be honest. But the Ukrainian Government has face up to the mismanagement of the previous Government in the economy. And they really have to be brave to face these challenges and push ahead with them no matter what political cost is for their careers.

Developments following the Swiss referendum on 9th February. -Statement by European Commissioner László Andor

On behalf of European Commission to European Parliament plenary session.
-
President,
Honourable Members,
Let me say a few words on the recent developments following the Swiss referendum held on 9 February.
As you know, the Free Movement Agreement between the EU and Switzerland, confers on EU citizens and their family members a right to move to Switzerland, to reside there and carry out an economic activity as an employed or self-employed person (and of course the corresponding right of Swiss nationals in the EU).

Around 450 000 Swiss citizens exercise their right to live and work in the EU, and nearly 1.2 million EU citizens live in Switzerland and more than 250 000 cross-border commuters from the EU arrive in Switzerland on a daily basis.
Switzerland is deeply interconnected with its neighbours in terms of infrastructure, culture and family links. The EU and Switzerland are bound by dozens of bilateral agreements which are giving Switzerland privileged access to the internal market, and are promoting exchanges, both commercial and personal, with the EU. All of these were concluded based on mutual trust, interest and reciprocity.
However, the popular vote of 9 February now calls the freedom of movement of persons into question. The Swiss authorities told the Commission that they need time to reflect on how this could be implemented. The Swiss Federal Council has up to three years to implement the vote, so there is no immediate massive crisis. In the meantime, and I want to be very clear on this, both sides must continue to fulfil all their obligations under the existing agreements. Pacta sunt servanda. A deal is a deal, and selective implementation or even "cherry-picking" is not an option.
The Commission stands ready to listen to the Swiss proposals which are now being considered and which we haven't seen yet. The ball is in their court. Our marge de manoeuvre, however, is extremely limited. This core principle of the free movement of persons is a cornerstone of our relationship. It is a fundamental right. It is not simply "negotiable", as some tend to believe.
It is very difficult to imagine how immigration quotas and national preference could be made compatible with the agreement on the full free movement of persons we are having with Switzerland. Quotas are contrary to the principle free movement, and the principle of free movement is not only an essential part of the internal market, which cannot be decoupled from the other freedoms, but also at the heart of our overall relations with Switzerland. A package is a package! One can't have the cake and eat it.
There are, however, some direct consequences of the amendment to the Swiss constitution introduced by the vote:
Following this constitutional change, the Swiss Federal Council has informed us that it is still evaluating whether it is in a position to sign the – already negotiated and initialled - Protocol extending the free movement of persons agreement to Croatia.
The Commission has been crystal-clear that we expect this extension as planned, and that we cannot accept different treatments between our Member States in this crucial field. The Swiss government indicated to us that they will have concluded their internal reflections on the Protocol by early April. We need to know this fast.
Precisely to avoid such discrimination, the Council's negotiating directives for Swiss association and participation in Horizon 2020 and Erasmus+ clearly link these related agreements to the "Croatia Protocol". Negotiations of these agreements will therefore not go ahead until Switzerland formally concludes the Protocol, black on white.
In the absence of an international agreement on determining the conditions for Switzerland's association to Horizon 2020, Switzerland does not participate in this programme as an associated country. This means that for 2014 calls for proposals participation of Swiss entities will be in accordance with Horizon 2020 provisions governing participation of third country entities.
As for Erasmus +, Switzerland has now missed the time for the 2014 grant award decisions. This means that in 2014, Switzerland will not participate in Erasmus+ on equal footing with Member States as initially envisaged and its participation will be limited to cooperation activities as with any other third country.
I want to make very clear that this freeze of negotiations is not a "punishment" or "sanction" for the expression of the Swiss electorate, but a logical consequence of the choice Switzerland itself has made, a consequence which was very well-known before. Nobody can pretend to be surprised here. Of course, nobody has an interest in breaking off dialogue, and we will continue to engage constructively in the hope that a solution can be found rapidly. But we have to take into account the changed circumstances and the possible non-conclusion of the Croatia Protocol. Business as usual is not an option.
In the same vein, and I want to be equally clear: nobody on our side has an interest in terminating the Freedom of Movement of People Agreement and invoking the guillotine clause linking the package of agreements concluded in 1999. Not even the proponents of the initiative are aiming for this. I therefore trust that the Swiss authorities will make serious and significant efforts to try and square the circle, and that we will be able to say in a year from now that relations with Switzerland are as close and friendly as they were before 9 February.

''Ende gut, alles gut'': Commissioner Hedegaard welcomes agreement on the car emissions target. -European Commission, Statement

The European Commission welcomes the European Parliament's endorsement today of the new target for CO2 emissions from cars. The target of 95g CO2/km in 2021 will further reduce road transport emissions and make a substantial contribution to meeting the EU objective of cutting greenhouse gas emissions beyond 2020, as set out in the Commission's recent proposal for 2030 targets.

Climate Action Commissioner Connie Hedegaard said: ''Ende gut, alles gut. After long and difficult discussions, I'm glad that a deal was sealed which maintains ambition. This agreement gives the car industry planning certainty to produce more fuel efficient vehicles and saves consumers money.

The 95g target is achievable by employing technologies available today. But it is clear that long-term clarity is important for the car industry.

This is why the Commission will now focus on the next step and come up with ideas for a post-2020 target in the coming months''

Commission presents new European strategy to promote coastal and maritime tourism. -European Commission

The European Commission today presented a new strategy to support coastal and maritime tourism in Europe. Recognising the sector's potential for sustainable growth and job creation, the strategy outlines 14 EU actions to help coastal regions and businesses tackle the challenges they face and strengthen the sector's position as a key driver of Europe's blue economy. These concrete actions are accompanied by a break-down of the tasks that Member States, Regions and industry stakeholders can undertake to complement the EU actions.
The proposed actions include facilitating closer cooperation and dialogue across Europe between all coastal tourism stakeholders, public-private partnerships, promoting skills and innovation, promoting ecotourism, and creating an online guide to funding opportunities to help drive investment. Member States, regional authorities and the industry will be central to the design and implementation of the actions.

European Commissioner for Maritime Affairs and Fisheries, Maria Damanaki, said: "Coastal and maritime tourism was identified in our 'Blue Growth' strategy as one of the key drivers for creating growth and new jobs, particularly in our coastal areas which often suffer from high unemployment. As the largest maritime economic activity and the economic backbone of many of our coastal regions it is our responsibility to help this sector develop and prosper."
Vice-President of the European Commission and European Commissioner for Industry, Entrepreneurship and Tourism, Antonio Tajani said: “I consider Tourism a fundamental economic leverage for growth in Europe, around which to build dedicated, consistent and integrated policies. A targeted strategy on coastal and maritime tourism highlights the potential of this important sector of tourism and the role it can play to fight unemployment, in particular among young people".
Despite its undoubted potential, the sector faces a number of challenges which the strategy seeks to address. These include gaps in data and knowledge, volatile demand, high seasonality, a lack of adequate skills and innovation, and difficulties accessing financing. The actions in the strategy unveiled today focus on helping the sector overcome these obstacles and create an environment which will attract investment. At the same time, it will make the sector's activities sustainable, preserve natural and cultural heritage, reap significant economic and environmental benefits, and help make the sector more competitive globally.
Background
Coastal and maritime tourism includes beach-based and nautical, cruising or boating tourism and is an essential driver for the economy of many coastal regions and islands in Europe.
It employs almost 3.2 million people, generating a total of € 183 billion in gross value added for the EU economy, representing over one third of the maritime economy gross product. Tourism is a growing business: in 2013, the number of nights spent in hotel or similar establishments reached a peak of 2.6 billion nights in the EU28, up by 1.6% from 20121.
Unlocking the potential of coasts and seas would contribute to the wealth and well-being of coastal regions and the EU's economy in general, while ensuring a sustainable and long-term development of all tourism-related activities.

Today's strategy will be discussed at a Conference organised with the Greek Presidency on 10 March in Athens, which will bring together authorities and businesses and other stakeholders. Implementation of the concrete actions will follow in the coming months.

Russia, EU agree to resolve disagreements over South Stream through negotiations

The inter-governmental commission will rework the agreements between Russia and six EU countries through which the pipeline will run....
BRUSSELS, January 23, 23:21 /ITAR-TASS/. The second meeting of the inter-governmental working group on the South Stream gas pipeline will be held in February, the European Commission press service said on Thursday, January 23, after the end of the first meeting between Russian Deputy Energy Minister Anatoly Yanovsky and Dominique Ristori, Head of the European Commission’s General Directorate for Energy.

The sides reaffirmed their commitment to resolving all disagreements between Russia and the EU over South Stream through negotiations, the spokesperson said but did not specify how much time this might take.

The inter-governmental commission will rework the agreements between Russia and six EU countries through which the pipeline will run - Bulgaria, Romania, Hungary, Croatia, Slovenia, and Austria - as well Serbia, which is not an EU member. The European Commission insists that these agreements are at odds with the Third Energy Package.
However Russia says that South Stream, as a transboundary project, does not fall under the jurisdiction of the Third Energy Package. Moreover, all these agreements were signed in and after 2008 before the Third Energy Package entered into force.

A spokesperson for the European Energy Commissioner, Marlene Holzner, said in December 2013 that the start of the work to build the South Stream gas pipeline in Bulgaria and Serbia did not run counter to European anti-trust legislation all by itself, but the agreements between Russia and EU countries on its construction were not consistent with European legislation and needed correction.
She said the European Commission would not interfere in the construction of the gas pipeline but its operation would have to comply with European requirements.
Holzner also noted that the construction of the pipeline might be complicated by growing concerns among investors and a possible refusal by banks to provide loans for the project due to the risk of legal problems in the future.
She said, however, that the European Commission was ready to provide assistance to Russia and EU southern countries in correcting and finalising the South Stream agreements.
The spokesperson named three key faults in the agreements connected with the EU Third Energy Package. The main complaint concerns the EU ban on the operation of transport energy infrastructure for companies that produce energy resources. Under the agreements, the pipeline will be operated by Russia’s gas producer Gazprom.

The second problem is that the agreements do not specify the terms of access to the pipeline for companies from third countries. The third problem is the issue of transit tariffs.
Holzner confirmed that the European Commission had sent a message to Russia on December 2, in which it recommended revising these agreements. If the agreements are not revised, the European Commission will advise EU southern countries not to use them.
Unlike Nord Stream, which runs entirely along the seabed and thus does not fall under European legislation, South Stream will be built across the Black Sea to South and Central European countries to diversify gas supplies to Europe and reduce the dependence on transit countries.
To build the onshore sections of the pipeline, Gazprom has signed agreements with Bulgaria, Serbia, Hungary, Greece, Slovenia, Croatia, and Austria...........http://en.itar-tass.com/economy/716009

China, EU reach deal on solar panel dispute

BRUSSELS, July 27 (Xinhua) -- The China Chamber of Commerce for Import and Export of Machinery and Electronic Products and the European Commission have reached a deal to resolve a dispute involving solar panels.
"After weeks of intensive talks, I can announce today that I am satisfied with the offer of a price undertaking submitted by China's solar panel exporters," EU Trade Commissioner Karel De Gucht said in a statement, referring to an agreement for a minimum price for China's imports.
"We found an amicable solution ... that will lead to a new market equilibrium at sustainable prices," De Gucht said.

The Commissioner said the next step for him is to table this offer for approval by the European Commission.
Further details of the legal acts concerning the undertaking arrangement can only be released following their adoption by the Commission.
The Chinese Ministry of Commerce, meanwhile, said China welcomes the deal which "showcased pragmatic and flexible attitudes from both sides and the wisdom to resolve the issue."
According to the Ministry of Commerce spokesman Shen Danyang, resolving the trade dispute is conducive to an open, cooperative, stable and sustainable economic and trade relationship between China and the EU.
He added that China is willing to further promote exchanges and cooperation with the EU side in the photovoltaic industry field.
Chinese solar panel production quadrupled between 2009 and 2011 to more than the entire global demand, and the Commission accused China of dumping its solar panels at below the cost of production in Europe.
The European Commission on June 4 decided to impose provisional anti-dumping duties on imports of solar panels, cells and wafers from China.
Starting from June 6, EU imports of Chinese solar products was subject to a punitive duty of 11.8 percent until August 6, from when on, the duty would have been raised to 47.6 percent if the two sides could not sort out the dispute through negotiations.

  • European countries to be allowed to ease austerity.....

The European Commission has said it will allow some EU member states to slow their pace of austerity cuts, amid concerns over growth.

France, Spain, Poland, Portugal, the Netherlands and Slovenia are all being given more time to complete their austerity plans.

France will get two more years to bring its budget deficit below 3% of GDP.

Commission president Jose Manuel Barroso said the extra time must be "used wisely" to lift competitiveness.

The measures came as part of the European Commission's country-specific recommendations.

Spain, Poland and Slovenia will also get two more years to bring down their budget deficits though spending cuts and tax increases.

The Netherlands and Portugal are having their timetables extended by one year.

Even Europe's stronger economies, including Germany, are being urged to allow wage increases and increase flexibility in the jobs market to improve competitiveness.

Κατόπιν της ανωτέρω απάντησης της Commission, υπάρχει ένα ερώτημα, το οποίο χρειάζεται να απαντηθεί: Γιατί η κυβέρνηση σπεύδει, προκηρύσσει διαγωνισμό και αναδεικνύει ανάδοχο για την επέκταση του Μετρό Θεσσαλονίκης, όταν όλοι γνωρίζουν ότι το κυρίως έργο παρουσιάζει τεράστια προβλήματα και είναι άγνωστος ο χρονικός ορίζοντας ολοκλήρωσης του;
1. Ποιος είναι ο συνολικός προϋπολογισμός του έργου, η απορροφητικότητα και το χρηματοδοτικό σχήμα;
2. Πού οφείλονται οι καθυστερήσεις του έργου και πότε προβλέπεται τελικά η ολοκλήρωσή του; Υπάρχει αλλαγή του φυσικού αντικειμένου; Ποια είναι η πρόοδος του φυσικού αντικειμένου μέχρι σήμερα;
3. Υπάρχει χρονική συσχέτιση της πορείας εκτέλεσης του κυρίως έργου με τη δρομολογούμενη επέκταση του Μετρό, για την οποία έχει ζητηθεί ήδη η συνδρομή της Ευρωπαϊκής Τράπεζας Επενδύσεων;

Hahn εξ ονόματος της Επιτροπής (4.12.2012):
