Polish Foreign Minister Radosław Sikorski stated that the alliance should conduct military exercises near Russia's borders on such a large and aggressive scale that Moscow would be left uncertain about NATO's intentions.
His idea is that this would compel Russia to redeploy some of its forces from the Ukrainian front to the Kaliningrad region.
He made the statement on September 11 at the Yalta European Strategy forum in Kyiv. Sikorski also asserted that "virtually no" Russian troops remained in the region.
